How do you exclude the minority of people who would use force or the threat of force to gain personally? There are, and I may be missing something, two ways to compel compliance with rules. One is force. Physical violence. The other is to exclude those who don’t comply.

Unfortunately I can’t think of a simple strategy for taking the minority who control the power, wealth and media and excluding them from society.
